The victim was traveling south bound on Quintana Road in the number 2 lane. The victim was riding a bicycle with working red and white lights on the bicycle. An unknown silver SUV and gray VW Passat were engaged in a street race and traveling at a high rate of speed, south bound on Quintana Rd. A VIA bus was slowing down to stop at a bus stop in the number 2 lane, ahead of the two vehicles racing. The Passat switched from the number 2 lane to the number 1 lane, as the bus was stopping. As the Passat passed the VIA bus, the Passat began to switch back into the number 2 lane, in attempt to overtake the SUV. The victim was in the number 2 lane in front of the VIA bus and was struck by the Passat. The victim was thrown off the bicycle and landed on the roadway. Other traffic had to stop in order to avoid running over the victim. The driver of the Passat as well as the driver of the SUV never slowed down and fled the scene. The victim suffered a compound fracture and will require surgery to repair the bone. Both drivers did not render reasonable aid to the victim and did not provide any of their information. The VW Passat has a silver sticker on the right rear trunk that reads “4.20.”
